Captain Quantum (real name unknown) is a member of the Empire City Guard. Beyond the fact that he flies, his power set is currently unknown. He has been described as "the generic superhero".[1]

He's part of the response to the Grand Hall's attempt to capture The Angel of Hell's Kitchen.[3]
He appears with the rest of the Guard in a battle involving several Whateley students, the Cadet Crusaders and the Anti-Champion in Brooklyn.[1]
Sometime around late February, 2007, the Mamba was arrested for damaging a block of the New York Lower East Side in a confrontation with him.[4]
